The roofs of Guarda
Guarda has 19,643 buildings in the 2021 Census, spread over 43 parishes. Only 6,230 (31.7%) are in the parish of Guarda, the city. In the municipality, 22.8% of buildings date from before 1961 and 83.8% were built by 2000. 4.8% need deep repair, against 4.6% nationally, and 30.3% need some repair. In the city parish only 11.9% date from before 1961, and in the rest of the municipality it is 27.9%. The percentages are ours, calculated from INE’s figures.
There are therefore proportionally more old buildings in the villages than in the city, which is mostly post-1960 building. Different rules apply, explained below: the master plan in the historic centre and old cores, and the municipal building regulation across the municipality.
What we did not confirm: the number of roofs with asbestos, the tile type of most buildings outside the centre, and roof damage in 2026. We also did not confirm whether the council has applications open today for its roof aid.

An old building may have a renewed roof, and a recent building can have problems. The repair need is for the whole building, as assessed in the Census.
Rain, wind and sun in Guarda
Guarda has its own station in the IPMA 1991-2020 normals (no. 683, altitude 1,001 m; the sheet says “hybrid series”). Average rainfall is 964.3 mm a year, with a peak in October (149.5 mm) and a low in August (11.2 mm), and the mean temperature is 11.6 °C. There are 83.7 days a year with 1 mm of rain or more, 31.5 with 10 mm or more and 6.9 with 30 mm or more. The heaviest daily fall was 141.9 mm, on 25 October 2006.
Cold matters more than rain: 31.9 days a year with a minimum below 0 °C (8.6 in January, 8.3 in February and 6.4 in December) and a low of -10.3 °C on 1 March 2005. On 4 February 1994 the day’s maximum was only -2.8 °C, so the whole day stayed below zero. The sheet does not count snow days, so we give no figure. Summer is hot too: 19.1 days with 30 °C or more and a maximum of 38.3 °C on 30 July 1998. For tiles the problem is water that gets in, freezes and thaws again on many nights each winter.
SCE climate zone. For the Beira Interior Norte region, at the reference altitude of 717 m, the SCE Manual gives 1,924 heating degree-days and a June–September mean of 21.7 °C: winter zone I3 and summer zone V2. The zone changes with the building’s altitude: I1 up to 93 m, I2 from 94 to 593 m, I3 above 593 m in winter. The limit for the thermal transmittance of horizontal elements of the opaque envelope, in new works or a renovated element, is 0.30 W/(m²·°C) in zone I3; conservation works are excluded. The Portaria does not say whether a pitched roof counts as a horizontal element: ask the SCE assessor. By the Manual’s formula (Equation 2), a building at the altitude of the IPMA station would get about 2,208 degree-days and 20.3 °C in summer, that is I3 and V2; this is our own calculation. See the roof insulation aid guide.
Houses and roofs in Guarda
Historic centre
In the historic centre, three SIPA records describe 16th- and 17th-century houses (Rua de D. Sancho I, nos. 9 to 13 and 18 to 22; Rua Francisco dos Passos, nos. 15 to 19). They have two-slope roofs, canudo or meia-cana tile and granite or rendered masonry walls. We saw them only in search results, because the SIPA site would not open on 4 November 2026.
Traditional houses
Outside the city, the council’s aid regulation treats as historic cores the old parts of Póvoa do Mileu, Sequeira, Alfarazes and Galegos and the consolidated areas of the other settlements. For the Chapel of Nossa Senhora do Mileu, the Guarda Museum describes a roof on a timber structure, with the eaves resting on a continuous row of corbels. We found no official source on the tile type of village houses.
Detached houses
The largest group in the municipality is the 5,276 buildings from 1961 to 1980, or 26.9% of the total, now 46 to 65 years old. We found no official source on the roof type of these blocks and houses and so do not say what it is. Age alone is a reason to check gutters, flashings and the timber of the eaves.
Rules and permits in Guarda
The 1st revision of Guarda’s PDM (Aviso 30765/2025/2, approved on 3 September 2025) has an Annex V: Regulation of the Historic Centre of the City of Guarda, of the Old Cores of Urban and Rural Settlements and of the Old Core of Póvoa do Mileu. Article 5 says roofs may be replaced keeping the shape and volume of the original, and that tile may only be replaced by ceramic tile, finished with eaves tile. Roofs in fibre-cement, zinc sheet, flat tile or coloured cement tile are banned. Article 7 bans concrete or fibre-cement tile in new buildings in those zones, and article 6 says the council may require the exterior to be kept as it is, roofs included.
The notice says the plan takes effect the day after the delimitation of the REN is published, and the council announced it in force from 1 July 2026. We did not read the maps: to find out whether your building is inside these areas, ask the council for the location plan.

The council's aid for roofs in the historic cores
The Regulation of Incentives for the Rehabilitation of Buildings in the Historic Cores (Aviso 15766/2024/2, Diário da República of 30 July 2024) gives technical or financial support for conservation works on façades, roofs and openings. The building must be in a historic core, be of traditional architecture with its original features preserved and be at least 30 years old. Alteration, extension and reconstruction are excluded.
Financial support is 50% of the budget, excluding VAT, and is increased by 20% when the work improves energy efficiency. For the budget, the regulation sets reference values: 45 €/m² for roofs, 25 €/m² for façades and 450 €/m² for openings. We did not confirm whether they are a ceiling. The application goes in at least 30 days before works, and the council sets the funding every year. We found no open call in 2026: ask the council before you start.
Roof works without a permit in Guarda
The Municipal Regulation of Urbanisation and Building (Regulamento 89/2018, Diário da República of 2 February 2018) has two items on roofs in article 7(2). Item u) treats replacing the covering of pitched roofs with natural-coloured ceramic tile as a work of minor urban relevance. Item w) does the same for repairing pitched roofs with prestressed concrete joists and battens, metal profiles or timber pieces, provided spans do not increase and the volume, shape and height do not change. These works are exempt from prior control (article 6), but you must notify the council up to five days before they start.
The exemption applies without prejudice to special legislation, plans and easements: in the historic centre, Annex V of the PDM still rules. If the work occupies public space, article 64 requires a hoarding, and article 66 requires a protective canopy on buildings of two or more floors. Item v) allows the covering of agricultural, livestock or forestry buildings to be replaced with sandwich panels in RAL 8004, outside urban and urbanisable areas and rural settlements. We did not confirm whether the 2018 text has been amended.
Guarda and storm Kristin
Guarda is not among the calamity municipalities of RCM 15-B/2026 (no. 2) nor among the 22 additional municipalities of Despacho 2389-A/2026, both of which we read. The despacho says the declaration was later widened by RCM 15-C/2026 and 24-A/2026, which we did not read. The council opened extraordinary aid for farm losses caused between 28 January and 15 February 2026, which includes sheds, with applications until 16 June. We found no official source on damaged house roofs in Guarda.
General notes
No. Annex V of the PDM (article 5) admits only ceramic tile, finished with eaves tile, when a roof is replaced, and bans fibre-cement, zinc sheet, flat tile and coloured cement tile. It applies to the historic centre, the old cores of settlements and Póvoa do Mileu. Ask the council for the location plan to find out whether your building is inside the zone.
