Check a roofing contractor

Before you pay or sign, confirm who the company is. Tick the red flags you saw and the checks you have done. See what is left to confirm and use the official IMPIC lookups.

Contractor check

We store nothing you tick. The rules come from our guide to choosing a roofing contractor, which cites the law for each point.

Red flags
  • After Storm Kristin, the GNR and PSP police warned of scams: people who say they saw loose tiles and want to repair them at once.

  • The company must put these numbers on contracts, invoices and advertising (Lei n.º 41/2015, article 17).

  • Payments should have an amount and a date tied to stages of the work.

  • The Lei Geral Tributária (article 63-E) bans paying or receiving 3,000 euros or more in cash, adding up all payments for the same service.

  • Above 20,000 euros the contract must be in writing. Below that, still ask for the quote in writing.

  • Ask for an invoice with labour and materials separate.

  • Pressure is one of the signs the GNR and PSP mentioned in their scam warnings.

  • For a contract made away from the business premises, the contract is written, in Portuguese, and you get a copy; as a rule you have 30 days to withdraw (Decreto-Lei n.º 24/2014), with exceptions.

  • The site manager (diretor de obra) is the technician who ensures the work is done as designed (Lei n.º 31/2009).

What you have already checked
  • The company must put them on contracts, invoices and advertising.

  • For works that need no permit, the owner is the one who confirms the licence.

  • IMPIC has a separate list.

  • A certificate only covers works up to 40,000 euros; for a licence, check the class.

  • Without this insurance there is no licence or certificate.

  • It covers damage to third parties, such as a tile that falls on a neighbour's car.

  • It avoids the cash limit and leaves a record.

  • Our quote checker lists what it should include.

Why check

Anyone who carries out building works in Portugal needs an IMPIC licence: an alvará or a certificate, under Lei n.º 41/2015. For works that need no permit, like most roof repairs, it is the owner who must confirm that licence on the IMPIC site.

The red flags come from the warnings of the GNR, the PSP and Leiria council after Storm Kristin, and from the rules in our guide on contracts, payments and withdrawal.

What this tool does not do

It does not say whether a company is good or a scam, and it does not query IMPIC for you: the lookups open on the official site. It is not legal advice. We have not read amendments to Lei n.º 41/2015 after 2018, and we do not know whether a minimal job, like replacing two tiles, counts as works for the licence.
