The roofs of Aveiro
Aveiro has 23,058 buildings in the 2021 Census. 19.4% date from before 1961 and 80.5% were built by 2000. 3.7% need deep repair, against 4.6% nationally.
Aveiro is known for its Art Nouveau houses. The SIPA records we saw describe two-slope roofs and dormers faced with tiles (azulejo), on two houses (the City Museum and the Agricultural Cooperative building). We saw them only in search results, because the SIPA site did not open. They are examples of two buildings, not a rule for the town.
We could not read the Centre Detail Plan or the PDM, so we do not say here what they require for tiles, colour or eaves in the historic centre.

Rain, wind and sun in Aveiro
At the IPMA station Aveiro / Universidade (1991-2020) average rainfall is 975.5 mm a year, with peaks in November (134.7 mm), January and October, and only 11.6 mm in July. There are 97.2 days a year with 1 mm of rain or more, 34.0 with 10 mm or more. The mean temperature is 15.8 °C.
There is almost no frost: 0.3 days a year with a minimum below 0 °C. Aveiro stands 3.6 metres above sea level beside the lagoon: the roof needs to shed water well, with clean gutters and flashings, more than protection from ice.
Houses and roofs in Aveiro
Traditional houses
The Art Nouveau houses described by SIPA have two-slope roofs and dormers. Dormers and the joints with walls are where water gets in: ask the contractor to show you the flashings.
Recent blocks
On recent blocks and in expansion areas, the roof follows the 2025 urban regulation: the colour and texture of exterior finishing materials must fit the surroundings (art. 8(2)).
Rules and permits in Aveiro
The Aveiro Municipal Urban Regulation (2025), article 12(1)(o), exempts from prior control replacing the timber of pitched roofs with prefabricated joists, provided the shape of the roof and the load-bearing structure do not change. Paragraph 2 says these exemptions do not apply to listed buildings or those in the process of being listed, nor to those in their protection areas.
Sub-paragraph (e) treats as minor works, exempt from prior control, fitting gutters, downpipes and photovoltaic panels above 2.50 m on facades, if well integrated. The council may order removal if the position is unsuitable. Article 8(2) requires the colour and texture of finishing materials to fit the surroundings.

Aveiro and the 2026 floods
Aveiro is not on the original list of RCM 15-B/2026. It was included in the situation of calamity by RCM 15-C/2026 (no. 2), for serious flooding or high flood risk, together with Águeda, Albergaria-a-Velha, Estarreja, Ílhavo, Murtosa, Ovar and Sever do Vouga. So the Decree-Law 40-A/2026 regime applies too: works on damaged buildings without a licence or prior notice (article 7), until mid-February 2027. State support for own permanent homes pays 100% of eligible costs up to 10,000 euros per home. The general application deadline is said to have ended on 7 April 2026; we did not confirm.
We found no official count of damaged roofs in Aveiro.
General notes
According to the 2025 urban regulation (art. 12(1)(o)), replacing the timber of pitched roofs with prefabricated joists is exempt from prior control if the roof shape and the load-bearing structure do not change. It does not hold for listed buildings or their protection areas.
It was included by RCM 15-C/2026, for serious flooding or high risk, and not by the original list. The no-permit works regime of Decree-Law 40-A/2026 applies to damaged buildings, until mid-February 2027.
At the Aveiro / Universidade station (IPMA, 1991-2020) rainfall is 975.5 mm a year, on 97.2 days with 1 mm or more. Frost is rare (0.3 days a year).
Article 8(2) of the 2025 regulation requires the colour and texture of finishing materials to fit the surroundings. The historic centre may have tighter rules that we could not read: ask the council.
