In Viseu the council regulation speaks about roofs without detours. It says the owner must repair them at least every eight years, and it says how to do the work: keep colours and materials, and protect the street. This guide looks at Viseu: the INE figures, the climate at 644 metres, what the 2024 regulation imposes, how to send a request by e-mail and the Viseu Habita programme. We do not repair roofs: we give information, with sources.
Updated 3 November 2026. General information, not a substitute for the council or a technician.
The essentials
- The Municipal Urbanisation and Building Regulation requires upkeep. Every eight years the owner must have facades, gable walls and roofs repaired, painted or washed.
- Repairing as it is needs no licence (national rule). See the permit guide. In the conservation request, the regulation requires keeping the existing colours and materials.
- Roof and gutters go together. The same rule orders repair of rainwater pipework too.
- In Viseu requests go by e-mail to the planning office.
- Viseu Habita can pay for the roof for low-income families, but the normal window is 15 January to 15 March.
What Viseu’s numbers say
According to the INE 2021 Census, the municipality has 37,758 buildings. The percentages are ours:
| Viseu | Portugal | |
|---|---|---|
| Buildings from before 1961 | 12.7% | 23.1% |
| Need small repairs | 23.7% | 21.8% |
| Need medium repairs | 10.3% | 9.4% |
| Need deep repair | 4.7% | 4.6% |
| Need no repair | 61.3% | 64.2% |
Adding the three classes, 14,628 buildings (38.7%) need some repair, against 35.8% nationally. Unlike Braga and Guimarães, which sit below the national average, Viseu sits above it, despite having few old buildings. The INE does not say why, and it measures the whole building, not the roof.
The climate and what fails first
The IPMA station in Viseu is at 644 metres. Between 1991 and 2020 it rained 1,257.7 mm a year on average, with peaks from October to January, on 101.7 days with 1 mm or more and 41.6 days with 10 mm or more. The biggest daily fall was 114.7 mm, on 16 September 2015. There is frost on 9.2 days a year, 3.0 in January and 3.1 in February, and the minimum was -6.8 °C on 1 March 2005.
The APICER and CTCV guide notes that water freezing inside a tile can flake it and suggests ventilating the underside and increasing the pitch. A thesis cited on our city page describes, in blocks of the historic centre, exterior gutters and simple eaves. If you are changing tile, ask for the frost class in the tiles and climate guide. A full gutter causes leaks at the eaves: see gutter cleaning and the causes of leaks.
What the council regulation says
Regulation 1289/2024 (Diário da República, 7 November 2024; the council site says “in force from 29/11/2024”) says, in terms we summarise:
- Article 14. The owner must carry out conservation works at least once every eight years, and must repair, paint or wash facades, gable walls and roofs. At the same time the pipework is repaired, including rainwater drainage. A conservation request keeps the existing colours and materials, except for exceptions in law.
- Article 15. The council may, at any time, order works needed for safety or health.
- Article 40. The shape and materials of the roof must fit the surroundings, with the identity features of reference in the area. In the “Núcleos Históricos e Fontelo” ARU, urban integration applies.
- Articles 56 and 59. Major roof repairs next to public space need a 2.2 m hoarding. For ordinary conservation works, the council may waive the public-space occupation plan.
We did not read the historic-centre safeguarding regulation (Edital 368/2002): only a 2018 dissertation cites it, with red clay canudo or aba-canudo tile, and a ban on asbestos-cement, plastic and concrete. Before ordering tile in the centre, ask the council. For replacements, see repair or replace.
How to reach the planning office
The “Viseu Urbe” page says requests and documents go to the e-mail [email protected], with the forms and following the technical standards. Files above 5 MB go through a transfer platform, and are accepted only if they meet the specifications. Anyone who must hand in originals uses the in-person service, Monday to Friday, 9:00 to 16:00. Follow-up is by three procedure managers, one per zone of the municipality, by phone, e-mail or in person. General contacts as the council publishes them: 232 427 427 (call to national fixed network) and [email protected].
Support
- Viseu Habita. It supports rehabilitation of homes of low-income families, over 40 years old, that are their residence (owned or rented). Article 14 of the regulation provides a non-repayable grant, and repair or replacement of the roof with materials of the same kind, with gutters and downpipes connected to the public network, has a cap of 6 times the IAS (7 with an energy-efficiency improvement). Natural disasters are a priority situation. The normal period runs from 15 January to 15 March each year, unless the council decides otherwise, so the 2026 one has closed. You apply in person at HABISOLVIS, with the contractor’s itemised quote and photographs.
- ARU. The “Núcleos Históricos e Fontelo” ARU was enlarged (Notice 18,866/2025/2, of 28 July 2025) and covers about 177.44 hectares and 1,319 properties. The simple urban rehabilitation operation is in Notice 9635/2026/2. The council publishes a “Support and Incentives Table” that we did not open. There are also ARUs in rural parishes. See the VAT guide.
Storms and emergency
Viseu is not among the 22 additional municipalities of Order 2389-A/2026 on storm Kristin, nor in the table we consulted, and we found no official source on roof damage. See the aid guide and the first 48 hours. The council’s “Security and Protection” page publishes, at local-call cost: Sapper Firefighters and the Municipal Rescue Operations Centre, 232 420 390; Municipal Police, 232 418 991. Immediate danger: 112.

What we could not confirm
- The text of the historic-centre regulation. We only know it from a dissertation.
- What the ARU incentives table gives to roof works.
- Whether the 2024 regulation was adjusted to the October 2026 RJUE revision.
- The euro value of the 6-times-IAS cap in 2026.
- The amount of the planning fees.
