Braga has rain almost all winter and, unlike many coastal cities, real frost. Anyone with a broken tile or a loose gutter needs to know two things: what the climate does to a roof and what the council asks for before the work. This guide looks at Braga: what the INE figures say, what the Municipal Regulatory Code imposes in the historic centre, how to deal with the planning office and what support we found. We do not repair roofs: we give information, with sources.
Updated 3 November 2026. General information, not a substitute for the council or a technician.
The essentials
- Repairing the roof as it is counts as conservation and needs no permit. See the national permit guide.
- In the historic centre there is a written notice. The Regulatory Code says to inform the council up to ten days before any work, even exempt work.
- When tiles are replaced, the regulation favours canudo tile. In the protected area, replacement should keep the shape, volume and look of the roof and eaves.
- Braga has 24 frost days a year. Rain and ice together punish porous tile.
- Municipal support for roofs: we could not confirm any open scheme.
What Braga’s numbers say
According to the INE 2021 Census, the municipality has 40,214 buildings. We worked out the percentages from the published figures:
| Braga | Portugal | |
|---|---|---|
| Buildings from before 1961 | 13.0% | 23.1% |
| Need small repairs | 21.6% | 21.8% |
| Need medium repairs | 7.5% | 9.4% |
| Need deep repair | 2.9% | 4.6% |
| Need no repair | 68.0% | 64.2% |
Adding the three classes, 12,877 buildings (32.0%) need some repair, against 35.8% nationally. Braga’s buildings are relatively new: 27.8% date from after 2000. That helps, but it does not settle your case: the INE measures the whole building, not the roof, and a house from 1990 already has a roof more than three decades old.
The climate and what fails first
At the IPMA station of Braga / Merelim (1991-2020) it rains 1,387.3 mm a year, on 113.5 days with 1 mm or more. On 9.6 days a year it rains 30 mm or more, and the biggest daily fall was 110.9 mm, on 27 October 2011. The minimum drops below 0 °C on 24.3 days a year, mostly in December and January, and reached -6.4 °C on 25 December 2001. There are also 38.7 days with 30 °C or more.
The APICER and CTCV guide, which we have used in other texts, says tile waterproofing is not enough and that ice can flake a tile that absorbs water. In Braga this weighs more than in Porto, which has only 1.4 frost days. In practice, ask for the frost-resistance class if you change tiles and see the tiles and climate guide. With 113 rain days, the first place to look is the gutter: gutter cleaning. If a stain appears, the causes of a leak come before the quote.
Permit in Braga: what the regulation adds
The national rule: conservation works (restoration, repair, cleaning) are exempt. The Braga Municipal Regulatory Code, in the version in force since 26 May 2026, adds three points we read in the text:
- Historic Centre, the Galos site and protection zones of listed assets. Article B-3/6 says to notify the council in writing, up to ten days ahead, of any urban operation, whether or not it needs prior municipal control.
- Conservation with care for the roof. Article B-3/10 says conservation works must preserve the outer image, including the shape of roofs and their finishes.
- Tile replacement. Article B-3/12 says replacement must keep the shape, volume and look of the original roof and eaves, favouring ceramic canudo or aba-e-canudo tile in natural colour and Portuguese-style eaves. Our city page quotes Regulation 164/2012, which said “only admitted”. The current text reads “should favour”. Ask the council which reading it applies.
Outside that area, the code defines as works of minor urban relevance, among others, rebuilding roofs by swapping the timber for prestressed concrete or metal elements without changing the shape, and changing asbestos-cement roofs to sandwich panels. There is a condition: the building must not be in an area with administrative easements or public-utility restrictions. We did not check whether the article was adapted to the October 2026 RJUE revision. See the permit guide and repair or replace.
Who to ask at the council
Braga’s planning office handles requests through the Balcão Único and the Balcão Eletrónico, and the council’s page on urban operations lists the hours of the Buildings Office (Gabinete de Edificações): phone on Tuesday and in person on Monday, both 9:00 to 12:30, with a meeting booked on the Scheduling Platform. The page has no date, so confirm the hours. The general numbers the council publishes in its site footer are 253 61 60 60 and 253 20 31 51, at Praça Municipal, 4700-435 Braga.
Support and fees
- ARU. Braga has two Urban Rehabilitation Areas since 15 May 2023: Espaço Central and Expansão da Cidade. According to the council’s 2023 FAQ, 6% VAT applies to rehabilitation contracts and there is a property-tax (IMI) exemption. In the Espaço Central ARU the planning fees are waived, except the Municipal Urbanisation Fee. Confirm that your building is inside and that the FAQ still holds. See the VAT guide.
- Historic Centre. Article B-3/4 provides for a possible fee exemption, technical guidance and technical project support for people who prove need.
- Braga Sol, Habitar Melhor. Regulation 299/2025 (Diário da República, 4 March 2025) supports vulnerable citizens with small conservation, repair or improvement works on degraded homes, run with BragaHabit. We did not see whether it covers roofs or whether applications are open.
- BragaHabit. At Rua D. Paio Mendes, 51, it publishes 253 268 666 and [email protected]. The affordable-rental tender we found there is for renting, not for works.
Storms
Braga is not on the official lists of municipalities in calamity for storm Kristin, and we found no data on damaged roofs. See the aid guide and the first 48 hours. Immediate danger: 112. The council’s Civil Protection Division page gives the e-mail [email protected] but does not explain how to ask for help with a roof.
Before you hire
Ask for a quote by area and task in the quote checker and check the contractor. The roof repair overview links the other guides.
What we could not confirm
- Whether any support is open for roofs. We did not read the Braga Sol conditions or find application dates.
- Current planning-office hours, because the page has no date.
- The council’s reading of “favour” canudo tile in the historic centre.
- Fees for exempt works and for street occupation for scaffolding.
- A civil protection number for tiles at risk. We only confirmed 112.
