## The roofs of Viana do Castelo

The municipality of Viana do Castelo has 33,527 buildings in the 2021 Census. Of these, 6,044 (18.0%) date from before 1961 and 27,232 (81.2%) were made by the year 2000. There are 1,317 buildings (3.9%) in need of deep repair, fewer than the national average (4.6%). 23,132 (69.0%) need no repair.

The roof of a building in the historic centre is not chosen by the owner's taste alone. The regulation of the Historic Centre Detailed Plan, republished in February 2022, asks for natural-colour ceramic cover and prior approval from the council for maintenance works. The rules are in the local rules section.

What we could not confirm is in the section "What we did not confirm in Viana do Castelo": we have no official source on the number of decayed roofs, nor on the materials of houses outside the centre.

## Rain, wind and sun

IPMA's 1991-2020 normals list has no station in Viana do Castelo. The nearest with a data sheet that we found is Ponte de Lima / Escola Agrícola, in the neighbouring municipality, at 40 m altitude in the Lima valley: 1,592.5 mm of rain a year, a 15.0 °C mean and 15.5 days with a minimum below 0 °C. The sheet itself says it is a hybrid series.

The rain gathers in autumn and early winter: December has 231.4 mm, January 223.1 mm, November 219.5 mm and October 202.6 mm, against 29.9 mm in July. There are 117.0 days a year with 1 mm or more, 54.4 with 10 mm or more and 13.2 with 30 mm or more. The biggest daily fall was 125.2 mm, on 3 October 2010. Frost shows from November to April, mostly in January (6.0 days), and the lowest minimum recorded was -6.1 °C, on 25 December 2001.

A station in the valley, upriver, does not describe the strip next to the sea. So we give no rain or frost figures for the city. If you need the wind record, ask IPMA for it.

**SCE climate zone.** For the Minho-Lima region, at the reference altitude of 268 m, the SCE Manual gives 1,629 heating degree-days and a June–September mean of 20.5 °C: winter zone I2 and summer zone V2. The zone changes with the building's altitude: I1 up to 48 m, I2 from 49 to 382 m, I3 above 382 m in winter. The limit for the thermal transmittance of horizontal elements of the opaque envelope, in new works or a renovated element, is 0.40 W/(m²·°C) in zone I1, 0.35 in I2 and 0.30 in I3; conservation works are excluded. The Portaria does not say whether a pitched roof counts as a horizontal element: ask the SCE assessor. See the [roof insulation aid guide](https://telhadoseguro.pt/en/guides/roof-insulation-aid).

## Houses and roofs

- The regulation of the Historic Centre Detailed Plan (Aviso 3145/2022) requires roof cover in natural-colour ceramic elements (art. 28). On gable walls it allows corrugated metal sheet, slate shingles, suitable ceramic tile or render (art. 23). Gutters and flashings must be zinc or copper sheet (art. 30). These are rules for works, not a description of what each building has today.
- According to INE, the union of parishes of Viana do Castelo (Santa Maria Maior and Monserrate) and Meadela has 5,528 buildings: 1,397 (25.3%) date from before 1961 and 162 (2.9%) need deep repair. In the rural parishes the picture changes: Amonde has 103 of 150 buildings (68.7%) from before 1961, the highest share in the municipality, and Barroselas and Carvoeiro has 192 of 2,234 (8.6%) needing deep repair, also the highest. INE does not say what roof each house has, and we found no official source on materials outside the centre.

## Rules and permits

The regulation of the Historic Centre Detailed Plan of Viana do Castelo, republished in Aviso 3145/2022 (Official Gazette of 15 February 2022), has roof rules that apply inside the plan area. Maintenance works, which include repairing roof covers, are always allowed, but only after prior approval (art. 7, no. 3). Roofs have at least two slopes and carry natural-colour ceramic elements; in new construction, with a reasoned justification, ceramic may be waived, but the colour must look like natural ceramic (art. 28). Eaves, cornices and parapets are kept as the finishing solution (art. 29). Aerials and other protruding elements visible from public space are banned (art. 32). So are solar panels visible from public space, unless they are integrated in the roof slopes, case by case (art. 33).

Outside the plan area we did not read the PDM (municipal master plan) or the Municipal Urbanisation and Building Regulation. Before ordering the work, ask the council whether your building is inside the plan area and whether the repair needs approval.

## Autumn rain and gutters

At the nearest station, more than 200 mm falls each month from October to January. That is when a blocked gutter makes water spill onto the wall and the eaves. Clean gutters and flashings before October and see the guide on [gutter cleaning](https://telhadoseguro.pt/en/guides/gutter-cleaning). In the historic centre the regulation only allows zinc or copper gutters and flashings (art. 30), so confirm the material before replacing an old gutter.

## What we did not confirm in Viana do Castelo

We have no official count of decayed roofs in the municipality. We did not open the implementation plan of the historic-centre plan (a DWF file), so we do not know the exact limit of the area or the intervention class of each building. The historic-centre rehabilitation area (ARU) documents that searches pointed to on the council's website returned a 404 error, and the SIPA heritage site (monumentos.gov.pt) was unreachable on 4 November 2026, so we cite no heritage records.

We did not read the PDM, the Municipal Urbanisation and Building Regulation or the fee schedule. As for storm Kristin: Viana do Castelo is not in no. 2 of RCM 15-B/2026 nor in Despacho 2389-A/2026, which added 22 more municipalities. We did not read RCM 15-C/2026 and 24-A/2026, which widened the territory, so we do not cover storm exception regimes here.

## FAQ

### Can I change the roof tile in the historic centre of Viana do Castelo?

Inside the detailed-plan area, repairing roof covers is maintenance work and needs prior approval (art. 7, no. 3). The roof carries natural-colour ceramic elements (art. 28). Check with the council whether your building is inside the plan area.

### How much does it rain in Viana do Castelo?

IPMA has no climate normal for Viana do Castelo. At the nearest station with a sheet, Ponte de Lima / Escola Agrícola (1991-2020), it rains 1,592.5 mm a year, with 54.4 days of 10 mm or more. It is a valley in the neighbouring municipality: not the figure for the city.

### What SCE climate zone is Viana do Castelo in?

The Minho-Lima region has winter zone I2 and summer zone V2 at the reference altitude of 268 m. The winter zone depends on the building's altitude: I1 up to 48 m, I2 from 49 to 382 m, I3 above 382 m. The U limit for new horizontal elements is 0.40, 0.35 or 0.30 W/(m²·°C).

### How many old buildings are there in Viana do Castelo?

In INE's 2021 Census the municipality has 33,527 buildings, 6,044 of them (18.0%) from before 1961. In the union of parishes of Viana do Castelo (Santa Maria Maior and Monserrate) and Meadela it is 1,397 of 5,528 (25.3%).

### Can I put solar panels on a roof in the historic centre of Viana do Castelo?

The plan regulation bans solar panels visible from public space, but allows them when integrated in the roof slopes, case by case (art. 33). Outside the plan area, we did not read a municipal rule on this.
