## The roofs of Évora

The Historic Centre of Évora has been on the UNESCO World Heritage list since 1986. UNESCO describes numerous low whitewashed houses with tiles and wrought-iron balconies, roofed with tile roofs or terraces. It is the only official description of roofs we found for Évora.

The municipality has 20,823 buildings in the 2021 Census. 32.2% date from before 1961 (country: 23.1%) and 86.4% were built by 2000. Only 2.3% need deep repair.

We found no official detail such as canudo or lusa tile, eaves or lime on eaves. Nor did we confirm whether the Safeguard Detail Plan, started in 2021, is already in force and what it says about roofs.

## Rain, wind and sun

At the IPMA station in Évora (1991-2020) average rainfall is 596.1 mm a year and the mean temperature is 16.6 °C. The data run only from June 1995, an IPMA note. There are 6.8 days a year with 20 mm of rain or more; the heaviest daily fall was 92.6 mm, on 21 October 2020.

Évora has a long, hot summer: 86.5 days a year at 30 °C or more, 31.9 at 35 °C or more, and 45.4 °C on 4 August 2018. It also has frost, 5.9 days a year, with a minimum of -4.2 °C. The sun beats for months and tile gets very hot.

## Houses and roofs

- Inside the walls and in the 50-metre strip around them, the council wants formal conditions for all projects, according to the safeguard plan's terms of reference. Before any roof, ask the council.
- Low whitewashed houses have tile roofs or terraces, according to UNESCO. On single-storey houses the roof is close to the street: eaves and gutters are visible and wear out easily.

## Rules and permits

On 25 August 2021 Évora council resolved to start the Safeguard Detail Plan for the Historic Centre, with a 24-month deadline (Aviso 20151/2021). The terms of reference say the area covers the UNESCO-listed historic centre and the general protection zone of 50 metres from the walls, and that the plan must set formal conditions for all projects. We did not confirm whether the plan was approved or what it says about roofs.

The Historic Centre rehabilitation area was approved by the Municipal Assembly on 29 April 2016 (Aviso 6630/2016). A 2017 Urban Rehabilitation Operation lists the municipal programmes Casa Caiada and Recuperação de Caixilharias e Coberturas (window frames and roofs) among past actions. We do not know whether they are open in 2026.

## The 2026 storms in Évora

Évora is not on the official lists of municipalities in calamity for storm Kristin. In the minutes of 5 February 2026 the council speaks of localised floods, fallen trees and damage to homes. It gives no roof count. The council's 2026 Activity Plan foresees rehabilitating 135 dwellings and three applications to the 1.º Direito programme: that is a target, not an open roof grant.
