## The roofs of Coimbra

Coimbra has 40,701 buildings in the 2021 Census. 24.2% date from before 1961 and 82.4% were built by 2000. 5.0% need deep repair, against 4.6% nationally. Funchal, Porto and Faro have a higher value among the towns on this site.

A University of Coimbra dissertation on old roofs says the commonest support of old roofs is timber. Citing a thesis on the Baixa of Coimbra, it describes the solutions most observed there: beams or joists parallel to the facade, joists on a lintel and a ridge beam, and a simple closed truss. In its general part the same dissertation names ceramic tile as the traditional covering, with marselha and lusa predominating.

The University of Coimbra, Alta and Sofia was inscribed on the UNESCO World Heritage list in 2013, in two areas (35.5 hectares). The site and its protection zone have their own rules for works. We did not read the municipal regulation for that area, so we do not say here what it requires for tiles.

## Rain, wind and sun

At the IPMA station Coimbra / Bencanta (1991-2020) average rainfall is 866.0 mm a year, with peaks in November (121.5 mm), October and January, and only 8.9 mm in July. The mean temperature is 16.2 °C and the mean August maximum is 29.1 °C. There are 94.0 days a year with 1 mm of rain or more and 29.6 with 10 mm or more.

Frost exists: 6.0 days a year with a minimum below 0 °C, concentrated in January (2.5), December (1.7) and February (1.6). Rain comes in a block, from October to January, after a dry summer: gutters clog with leaves and the roof only shows the problem when it really rains.

## Houses and roofs

- In the Baixa and the Alta, old roofs have a timber structure, according to the UC dissertation. When water gets in under the tile, the timber rots first: ask for a structural inspection and not only a tile swap.
- The Alta and Sofia are a World Heritage Site. We did not read the municipal rules for that area on tile colour and material. Before any roof there, ask the council.

## Rules and permits

Coimbra is on the calamity list of RCM 15-B/2026 (no. 2). So whoever repairs a building damaged by Kristin may do so without a licence or prior notice, under article 7 of Decree-Law 40-A/2026. It is enough to notify the council electronically within a month of starting. This does not waive land-use plans or technical building standards.

The regime ends in mid-February 2027, a year after the decree came into force. For a listed building or in the UNESCO protection zone (Alta and Sofia), the heritage rules apply: in those cases talk to the council before opening the roof.

## Coimbra and storm Kristin

On 30 January 2026 Coimbra council reported that depression Kristin caused about 600 incidents (fallen trees and structures, floods, damage to the electricity network). The page does not speak of roofs. On 8 October 2026 the municipality announced a tender to repair roofs of municipal housing in the Rosa and Ingote neighbourhoods (base price 451,210 euros), which the council says were damaged by Kristin. It is municipal work, not support for private owners.

For the owner of an own, permanent home, the state pays the eligible cost left after insurance, up to 10,000 euros. In Coimbra the council draws up the damage estimate and CCDR Centro validates it. A CCDR Centro page title, which we could not open, says applications closed on 7 April 2026. Check.
