## Summary

- Kristin damage can be repaired without a permit, by notifying the council in the Online Services, until 12 February 2027.
- Outside Kristin, the council says conservation is normally exempt from prior control.
- 29.0% of buildings need some repair (INE), below the national 35.8%; the figures predate the storm.
- There is no IPMA station in Leiria: we give no rain or frost figures for the city.

In Leiria, talking about roof repair means talking about Kristin. The wind of 28 January 2026 took tiles and roofing off all over the municipality, and months later some homes were still under tarpaulins. But not everything is the storm: there is also the everyday house, with a blocked gutter and a flashing that gives way. This guide looks at repairing a roof **in Leiria**: what the census says, what the climate lets us say, how to notify the council of works, who to ask and what we could not confirm. We do not repair roofs: we give information, with sources.

*Updated 3 November 2026. General information, not a substitute for the council or a technician.*

## The essentials

- **There are two routes at the council.** If the damage comes from Kristin, there is a dedicated notification, with no permit, until 12 February 2027. If it does not, the normal rule applies: conservation is exempt.
- **Leiria council says in its FAQ that conservation works are normally exempt.** They may need a licence on listed buildings, in their protection zones or in areas with an easement or public-utility restriction.
- **The historic centre has rules in the PDM.** The information is at the Housing and Urban Rehabilitation Division.
- **Leiria has fewer buildings needing repair than the country:** 29.0%, against 35.8%. The figures predate the storm.
- **We give no rain or frost figures for the city.** IPMA has no record for Leiria.

## What Leiria's numbers say

The 2021 census (INE) counts 47,172 buildings in the municipality. We calculated the percentages from INE's figures:

| | Leiria | Portugal |
|---|---|---|
| Buildings from before 1961 | 17.7% | 23.1% |
| Small repairs | 17.9% | 21.8% |
| Medium repairs | 7.8% | 9.4% |
| Deep repair | 3.3% | 4.6% |
| No repair needed | 71.0% | 64.2% |

That is 13,659 buildings out of 47,172 needing some work, of which 1,557 need deep repair. The building stock is younger than average. This does not mean the roofs are fine: INE measures the whole building, not just the roof, and the figures predate Kristin, which changed the picture for many houses.

## The climate: what we can and cannot say

There is no Leiria station in IPMA's 1991-2020 normals. The nearest with a record is Alcobaça / Fruit-Growing Station, in a neighbouring municipality: 825.2 mm of rain a year. Near the coast, São Pedro de Moel, in Marinha Grande, gives 565.1 mm. The gap is large, so we do not assign Leiria a rain or frost figure. If your insurer asks for the wind history of your area, ask IPMA.

What we do know about Leiria is the wind of January 2026. According to the Leiria Region Intermunicipal Community (CIM) six-month review (28 July 2026), some homes still had no permanent roof or were covered with tarpaulins and plastic. The causes given were a lack of sufficient, timely funding and a shortage of skilled labour. If you have a tarpaulin, the [first 48 hours](https://telhadoseguro.pt/en/guides/damaged-roof-first-48-hours) guide explains that it is temporary. Before taking it off, read the one on [home insurance](https://telhadoseguro.pt/en/guides/home-insurance-storm-roof). To understand what fails on a roof after strong wind, see the [guide to tiles and climate](https://telhadoseguro.pt/en/guides/roof-tiles-by-climate) and the [causes of leaks](https://telhadoseguro.pt/en/guides/roof-leak-causes).

## How to notify the council of works

**If the damage comes from Kristin.** The council page "Private recovery and reconstruction works" (updated 14 October 2026) says the government's exceptional regime lets some works go ahead without a permit, with a simple notification. It ends on 12 February 2027. You notify through the Online Services: register or log in, open "Institutional Documentation", "Application and supporting documents", "Other" and "Notice of start of works - Storm Kristin". The page says works should start within a month of the notification. The decree, in article 7, speaks of informing the start of works within one month: follow what the council says. Works unrelated to the storm fall outside this regime and follow the normal rule. The regime also does not waive zoning-plan rules or technical building standards.

**If it does not come from Kristin.** The council's FAQ says conservation (restoration, repair or cleaning) is normally exempt from prior control. If you occupy the public road, for instance with scaffolding, you need a licence for that. The revision of the national planning law on 1 October 2026 may have changed details: see the [national permit guide](https://telhadoseguro.pt/en/guides/roof-works-permit-2026).

**Historic zone.** The FAQ says the PDM regulation has a sub-section with rules for Leiria's historic core, and that information is requested from the Housing and Urban Rehabilitation Division. A SIPA record describes roofs of three and four slopes with pipe tiles in the centre, but we saw it only in a search result.

## Who to ask

Planning has the e-mail urbanismo@cm-leiria.pt, given on the Kristin works page. The council is in Largo da República. The general phone is 244 839 500, the free number is 800 202 791 and the general e-mail is cmleiria@cm-leiria.pt. In-person service is 9:00 to 16:00 by appointment and 9:00 to 15:00 without one (page updated 14 October 2026). All as the council publishes them.

## Support

- **State aid.** It covers 100% of the remaining eligible cost, up to 10,000 euros per permanent home. The general deadline ended on 7 April 2026. See the [aid guide](https://telhadoseguro.pt/en/guides/storm-kristin-roof-aid).
- **Telhado Solidário ("Solidarity Roof").** On 3 February 2026 the council launched this operation to hire firms and mobilise teams to repair roofs (with tiles or tarpaulins) for people unable to do it themselves. The text addresses firms and bodies that volunteer, through the e-mail reerguerleiria@cm-leiria.pt. We do not know whether it is still open.
- **Rehabilitation areas (ARU).** The council says Leiria has seven. In them, rehabilitation can bring IMI property-tax exemption for three years, renewable for five more on a permanent home, and IMT exemption, under the conditions of the law. We saw only two ARU named on the page (Monte Real - Old Core and Nossa Senhora da Encarnação).
- **Insulation.** See the [roof insulation aid](https://telhadoseguro.pt/en/guides/roof-insulation-aid).

## If rain has already got in

The Leiria council's Civil Protection page is "being updated" and lists no contacts. In an emergency, call 112. Take photos before touching anything. Climbing onto the roof is the biggest risk, above all with a tarpaulin in place: see [work at height](https://telhadoseguro.pt/en/guides/work-at-height-roof).

## Before you hire

With a labour shortage, someone will promise speed. Run the quote through the [analyser](https://telhadoseguro.pt/en/roof-quote-checker), [check the contractor](https://telhadoseguro.pt/en/roofing-contractor-check), see the [VAT guide](https://telhadoseguro.pt/en/guides/roof-works-vat) and read [repair or replace](https://telhadoseguro.pt/en/roof-repair/repair-or-replace). Overview: [roof repair](https://telhadoseguro.pt/en/roof-repair). The city: [Roofs in Leiria](https://telhadoseguro.pt/en/roofs-leiria).

## What we could not confirm

- **Rain and frost in Leiria.** There is no IPMA station in the city.
- **Whether Telhado Solidário is still open**, and how many roofs it repaired.
- **How many roofs were damaged in Leiria.** The figures going round are reconstruction applications, not roofs.
- **The PDM rules for the historic core**, which we did not read.
- **The list of works the council names under the Kristin regime.** The page shows it, but we could not read its content.
- **Whether state aid reopened after April 2026.** We found no reopening.
