## Summary

- Faro gets 455 mm of rain a year; the wettest day (90 mm) was almost a fifth of a year.
- 5.1% of buildings need deep repair, above the national 4.6% (INE).
- The council has six rehabilitation areas, but the pages we read do not summarise roof rules.
- Faro is one of the additional Kristin municipalities; the general deadline ended in April 2026.

It hardly rains in Faro, which is why many people leave the roof alone for years. Then a December night brings a heavy downpour and you find out where the water gets in: at the terrace, at the parapet junction, at a tile shifted by sun and wind. This guide looks at roof repair **in Faro**: what the Census says about its buildings, what the climate is like, what the law exempts, where the council takes requests and what we could not confirm. We do not repair roofs: we give information, with sources.

## The essentials

- **Repairing the roof as it is counts as conservation work, exempt from a permit.** See the [national permit guide](https://telhadoseguro.pt/en/guides/roof-works-permit-2026).
- **Faro is one of the 22 additional municipalities in Despacho 2389-A/2026** (storm Kristin). But the general application deadline ended in April 2026.
- **Faro's problem is a few heavy downpours** landing on flashings that spent the year in the sun.
- **The council has six rehabilitation areas.** None of the pages we read describes rules for roofs.
- **Urban-planning requests are digital.** In 2020 the council announced the E-Paper platform.

## What the Faro numbers say

The INE 2021 Census counts 17,346 buildings in Faro. We calculated the percentages from the INE figures:

| | Faro | Country |
|---|---|---|
| Buildings from before 1961 | 27.3% | 23.1% |
| Small repairs | 19.5% | 21.8% |
| Medium repairs | 8.1% | 9.4% |
| Deep repair | 5.1% | 4.6% |
| No repair needed | 67.3% | 64.2% |

Two signals point in opposite directions. In total, 32.7% of buildings need some repair (5,673 buildings), less than the 35.8% nationally. But the most serious class, deep repair, is more frequent in Faro (889 buildings, 5.1%) than in the country (4.6%). INE measures the whole building, not just the roof.

## The climate and what fails first

At the IPMA station in Faro (1991-2020) it rains 455.1 mm a year, almost all of it from October to March, and there is no frost on average. Only 15.6 days a year have 10 mm or more and 2.2 days have 30 mm or more. The wettest day was 23 December 1992, with 90.0 mm: almost a fifth of a year's rain in one day.

That changes what to watch. With so many dry months, dirt builds up in gutters and terrace drains, and the first heavy rain is the test. CCDR Algarve describes the popular Algarve house with a parapet, a wall about a metre high along the facade that hides the roof edge and the eaves, and many houses have a terrace or a mixed roof. The text covers the Algarve in general. The practical conclusion is ours, not the source's: where a terrace meets the roof there are joints and flashings, and that is where to look first. The APICER and CTCV guide says drainage and slope decide watertightness: see the [tiles and climate guide](https://telhadoseguro.pt/en/guides/roof-tiles-by-climate) and [leak causes](https://telhadoseguro.pt/en/guides/roof-leak-causes).

## Permits in Faro

The national rule applies in Faro: conservation works (restoration, repair, cleaning) are exempt from a permit and from prior communication. If you want to change the material, colour or shape of the roof, ask the council first. We did not find on the council's page a municipal list of exempt roof works, nor the municipal building regulation in readable text.

The council has six Urban Rehabilitation Areas, according to its urban-planning page (updated 19 September 2022): Vila Adentro, Bairro Ribeirinho (delimitation and operation published 13 October 2023), Mouraria, the area around the Historic Zone, Alto Rodes and Frente Ribeirinha. The page links to the delimitation documents but does not summarise rules for roofs. If your house is in one of these areas, ask the council for the documents before changing the tiles.

## Who to ask

On its urban-planning page, Faro's Department of Infrastructure and Urbanism gives Rua Monsenhor Henrique Ferreira da Silva, n.º 9, 8005-137 Faro, telephone 289 870 807 and e-mail dua@cm-faro.pt (contacts as the council publishes them). The general contacts are 289 870 870 and geral@cm-faro.pt. In 2020 the council announced that requests and communications for urban operations would be filed digitally through the E-Paper platform. The report we read is from 2020, so ask whether the procedure still stands.

## Support in Faro

- **Storm Kristin.** State support pays 100% of eligible costs for a main home, after insurance, up to 10,000 euros per house. Faro is among the additional municipalities in Despacho 2389-A/2026. We did not confirm whether applications are still possible. See the [aid guide](https://telhadoseguro.pt/en/guides/storm-kristin-roof-aid) and the one on [home insurance](https://telhadoseguro.pt/en/guides/home-insurance-storm-roof).
- **Regulation no. 830/2020.** This is the municipal regulation supporting recovery of degraded housing, published on 1 October 2020, for residents with proven economic hardship, for "improvement works and small repairs". We only read the start of the text. We did not confirm whether it includes roofs, the amount, or whether it is open.
- **Insulation.** See the [roof insulation aid](https://telhadoseguro.pt/en/guides/roof-insulation-aid).

## If rain has already come in

The emergency number is 112, which the council's protection and rescue page gives. For other incidents in the municipality the council has an occurrence-management platform, on its "Report occurrences" page. Before touching anything, photograph the damage and read the [first 48 hours](https://telhadoseguro.pt/en/guides/damaged-roof-first-48-hours). Anyone going onto a roof risks a fall: read the guide on [work at height](https://telhadoseguro.pt/en/guides/work-at-height-roof).

## Before you hire

Use the [quote checker](https://telhadoseguro.pt/en/roof-quote-checker) and the [contractor check](https://telhadoseguro.pt/en/roofing-contractor-check), see the [VAT guide](https://telhadoseguro.pt/en/guides/roof-works-vat) and read [repair or replace](https://telhadoseguro.pt/en/roof-repair/repair-or-replace). Overview: [roof repair](https://telhadoseguro.pt/en/roof-repair). The city: [Roofs in Faro](https://telhadoseguro.pt/en/roofs-faro).

## What we could not confirm

- **Rules for roofs in Faro's rehabilitation areas.** The pages we read do not summarise them.
- **The municipal building regulation** and a municipal list of exempt works.
- **The content, amounts and opening of Regulation no. 830/2020.**
- **Whether the Kristin support still accepts requests** from Faro after April 2026.
- **Roof damage in Faro** from the storm: we found no official data.
- **A municipal civil-protection contact** for roofs at risk. We only confirmed 112.
