## Summary

- Aveiro has 97 rainy days a year and almost no frost: gutters, flashings and joints fail first.
- 34.9% of buildings need some repair (INE), close to the national 35.8%.
- The 2025 regulation exempts replacing roof timbers with prefabricated joists and well-placed gutters, outside listed buildings.
- The council has a storm support office; the general state-aid deadline ended in April 2026.

Aveiro lives by water: the ria, the canals, the rain that comes in from the Atlantic. Anyone with a house in the city knows the roof works all year, yet it almost never suffers from cold. This guide looks at repairing a roof **in Aveiro**: what the census says, what the climate asks of it, what the 2025 planning regulation exempts, where the council takes requests and what we could not confirm. We do not repair roofs: we give information, with sources.

## The essentials

- **Repairing the roof as it is counts as conservation and needs no permit.** The national rule applies in Aveiro. See the [permit guide](https://telhadoseguro.pt/en/guides/roof-works-permit-2026).
- **Aveiro's 2025 regulation also exempts two useful things:** replacing roof timbers with prefabricated joists without changing the roof's shape, and fitting gutters and downpipes that blend in. None of this applies to listed buildings or their protection zones.
- **It rains on 97 days a year in Aveiro and almost never freezes.** What fails first are flashings, gutters and joints, not tiles cracked by frost.
- **The council has a storm support office** with its own e-mail and phone, and the planning counter is in the Congress Centre.
- **Aveiro was added to the flood calamity**, and the general deadline for state aid ended in April 2026.

## What Aveiro's numbers say

The 2021 census (INE) counts 23,058 buildings in the municipality. We calculated the percentages from INE's figures:

| | Aveiro | Portugal |
|---|---|---|
| Buildings from before 1961 | 19.4% | 23.1% |
| Small repairs | 23.0% | 21.8% |
| Medium repairs | 8.1% | 9.4% |
| Deep repair | 3.7% | 4.6% |
| No repair needed | 65.1% | 64.2% |

Overall Aveiro looks much like the country: 34.9% of buildings need some repair (8,043 buildings), against 35.8% nationally. There are fewer serious cases, 857 buildings needing deep repair. What stands out is small repairs, a little more common than average. INE measures the whole building, not just the roof, and these numbers predate the 2026 storm.

## The climate and what fails first

At the IPMA station Aveiro / Universidade (1991-2020) it rains 975.5 mm a year, with a peak in November (134.7 mm) and only 11.6 mm in July. There are 97.2 days a year with 1 mm of rain or more, and 34.0 with 10 mm or more. Frost is a rarity: 0.3 days a year. The city stands 3.6 metres above sea level, beside the ria.

In practice the question in Aveiro is not "will it survive the frost?" but "does the water leave where it should?". After a summer with almost no rain, gutters collect leaves and dirt, and autumn brings rain in quantity. The APICER and CTCV guide concludes that most defects come from lack of maintenance: see our [guide to tiles and climate](https://telhadoseguro.pt/en/guides/roof-tiles-by-climate), which also covers salt near the coast, and [gutter cleaning](https://telhadoseguro.pt/en/roof-cleaning/gutters).

The Art Nouveau houses described by SIPA have two-slope roofs and dormers. We saw only two records, in search results, so we cannot say this is the rule in the city. But on any roof with dormers, the joints with the walls are classic places for water to get in: ask the contractor to show you the flashings. See the [causes of leaks](https://telhadoseguro.pt/en/guides/roof-leak-causes).

## Permit in Aveiro

Aveiro's Urban Planning Regulation was published on 9 September 2025 (Regulation no. 1055/2025). In its justification the council says it revised it because of Decree-Law 10/2024, which lengthened the list of exempt works. From what we read:

- **Article 12, paragraph 1, point o).** Replacing the timbers of pitched roofs with prefabricated joists is exempt from prior control, as long as it does not change the roof's shape or endanger the load-bearing structure.
- **Point e).** Fitting gutters, downpipes and photovoltaic panels above 2.50 m on facades is a work of minor relevance, if it blends in. The council can order removal if the position is unsuitable.
- **Article 12, paragraph 2.** These exemptions do not apply to listed buildings, buildings being listed, or their protection areas.
- **Article 8, paragraph 2.** The colour and texture of finishing materials must fit the surroundings. If you are changing the tile, keep this sentence for your talk with the council.

In October 2026 the revision of the national planning law (Decree-Law 108/2026) came into force, newer than the regulation. We did not read the Aveiro council on how the two fit together. So before changing the material, ask.

**Scaffolding.** Article 31 says the council may reduce or waive public-space fees for conservation works: up to three months on heritage it recognises as of historic or architectural value, and one month on other houses. It says "may", not "must": ask.

## Who to ask

Planning and private works are handled at the council's Integrated Service Office, in the Congress Centre building, Cais da Fonte Nova. According to the council, it is open Monday to Friday, 8:30 to 16:30, and takes planning and private-works requests. The general phone is 234 406 300 and the e-mail is geral@cm-aveiro.pt, as the council publishes them.

## Rehabilitation and support

- **The city's rehabilitation area (ARU).** The boundary was published in 2016 and the rehabilitation operation in December 2019. The area includes the central zone west of the EN109 and the centre of Esgueira. The council page links to the documents but does not summarise rules for roofs. If your house is inside, ask for the documents before changing the tile.
- **Storms.** The council set up a support office to help prepare applications. Contact given on the page: apoiotempestades@cm-aveiro.pt or 234 406 300, 9:00 to 17:00. There is a damage survey form in the online services. The page carries no date.
- **State aid.** Aveiro was added to the flood calamity (RCM 15-C/2026). See the [aid guide](https://telhadoseguro.pt/en/guides/storm-kristin-roof-aid) and the one on [home insurance](https://telhadoseguro.pt/en/guides/home-insurance-storm-roof).
- **Insulation.** See the [roof insulation aid](https://telhadoseguro.pt/en/guides/roof-insulation-aid).

## If rain has already got in

The council's Civil Protection page lists the Municipal Civil Protection Service at the town hall, with phones 234 384 990 and 234 406 300 and e-mail smpc@cm-aveiro.pt. In an emergency, call 112. Before touching anything, take photos and read the [first 48 hours](https://telhadoseguro.pt/en/guides/damaged-roof-first-48-hours). Climbing onto the roof is the biggest risk: see [work at height](https://telhadoseguro.pt/en/guides/work-at-height-roof).

## Before you hire

Run the quote through the [analyser](https://telhadoseguro.pt/en/roof-quote-checker), [check the contractor](https://telhadoseguro.pt/en/roofing-contractor-check), see the [VAT guide](https://telhadoseguro.pt/en/guides/roof-works-vat) and read [repair or replace](https://telhadoseguro.pt/en/roof-repair/repair-or-replace). Overview: [roof repair](https://telhadoseguro.pt/en/roof-repair). The city: [Roofs in Aveiro](https://telhadoseguro.pt/en/roofs-aveiro).

## What we could not confirm

- **Rules for roofs in the rehabilitation area and the centre.** We did not read the Centre Detail Plan or the PDM, and the ARU page does not summarise them.
- **How Decree-Law 108/2026 changes article 12 of the regulation.** We read the 2025 regulation, not a council position.
- **Whether the storm support office still takes requests.** The page has no date.
- **Whether the state-aid deadline reopened.** The national guide says it ended on 7 April 2026.
- **How many roofs were damaged in Aveiro.** We found no official count.
- **The council's own aid** to private owners for roofs. We found none.
